When first using Windows 8 it can be a little difficult to find the Control Panel.
There are actually two of them: a Metro-style control panel and the older Windows-style control panel.
Swipe from the very right of the screen to bring up the Charms interface. Click on "Settings". The right side of your screen will now change and you'll see several options at the bottom such as WiFi, Audio volume, brightness, etc...
This is sort of a "control panel lite", offering you some limited options.
Underneath that you'll see "More PC Settings". Click on that and you'll finally reach the Metro-style control panel.
Swipe from the very right of the screen to bring up the Charms interface. Click on "Search", and then type "control panel". You might need to click on "Apps" to indicate that your search is for apps. You should now see one option, which if you click on it will bring up the old Windows-style control panel.
